Phnom Penh: The Government of Japan will provide one hundred forty thousand, seven hundred eighty-one dollars (US$140,781) for the recipient organization under the framework of the Grant Assistance for Grassroots Human Security Projects “KUSANONE.”
The Grant Contract was signed on December 16, 2025, between H.E. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. CHEA Somethy, Minister of Social Affairs, Veterans, and Youth Rehabilitation.
The grant will be used to construct a shelter for female victims of human trafficking and build staff accommodation at the Kandal Steung Transit and Rehabilitation Center. These facilities will help to provide victims with safety and protection and will allow staff to deliver appropriate care services. It will support victims in vulnerable situations, either physically or mentally, in returning to their daily lives.
On the day of the signing of the grant agreement, H.E. Ueno Atsushi, Ambassador of Japan to Cambodia, expressed his interest “I am pleased to observe the rapid development in Cambodia recently. However, I also recognise that there are still some challenges that need to be addressed to improve the quality of life of the people. Therefore, Japan will continue to contribute to addressing these challenges through various official development assistance schemes, including the KUSANONE Project.”
Japan’s “KUSANONE” Projects started in Cambodia in 1991 in order to support Cambodia’s reconstruction and development at the grassroots level. The assistance aims to protect those who are vulnerable due to various factors such as poverty or misfortunes that directly threaten their lives, livelihood, and dignity, as well as to promote self-reliance of local communities.
Since 1991, the Government of Japan has provided over US$72 million for mainly local authorities and non-governmental organizations to implement over 700 KUSANONE projects throughout Cambodia.
