Phnom Penh: The Singapore Club Cambodia (SCC) organised the Annual General Meeting Announcement 15th Executive Committee for the members on April 25th, 2025, at Himawari Hotel Apartments and was told by Peter Ng Meng Cheng, the 9th SCC Ex-President, that SCC is an establishment 32 years old.
Andrew Tay, OStJ, former SCC president, mentioned that over the last two years, the committee has worked hard to embody the spirit of SCC — bringing together the essence of social responsibility, business cooperation, and a close-knit family among Singaporeans living in Cambodia. The SCC built meaningful partnerships and deepened networks across various chambers, associations, institutes, or agencies, and it has organised some truly memorable and impactful milestone events.
These efforts have not only enriched the experiences of the members but have also helped enhance the presence and reputation of the Singaporean community in Cambodia. Whether through charitable work, professional collaboration, or simply bringing people together, he is proud of what the SCC has achieved together.
Andrew Tay said, “As I prepare to pass the torch, I want to extend my best wishes to the incoming 15th president and the new committee. I know that you will face your own set of challenges — especially as the world navigates ongoing economic uncertainty — but I am confident that with passion and teamwork, you will continue to uphold the SCC mission and take it to even greater heights.”
During the Annual General Meeting (AGM), 9th SCC Ex-President Peter Ng Meng Cheng told the history of SCC being founded in Cambodia on the 18th of August 1992; a group of Singaporeans gathered and decided they should have an association representing them in Cambodia. They have decided to name it the Singapore Businessmen’s Association in Cambodia, or SBAC for short, and they are submitting a proposal to the Ministry of Commerce with the kind attention of His Excellency Nhim Vanda.
On 30th March 1993, SCC received full endorsement from the Ministry of Commerce. His Excellency Nhim Vanda signed off on it as the first charter, officially allowing Singaporeans to form SBAC. Looking back at history, SBAC later changed its name to SCC in 1995, due to tax-related issues.
He mentioned that he was elected the second time in 2012 as the 9th Executive Committee President; he and his team redrafted the SCC constitutions in 2015 and submitted them to the Singapore Ministry of Foreign Affairs (MAF); thereafter, MAF replied, and approval was granted for these new SCC constitutions.
“In any case, we are no longer a young association—we stand tall, and we are now 32 years old. Over the past 32 years, SCC has built a strong social and business platform, delivering high-standard networking for Singaporeans and fostering interaction and collaboration with other associations in Cambodia,” Peter Ng Meng Cheng said.
He added, “With our new name, SCC, we hope to expand further and gain access to exciting new programmes, create new training events, and offer business opportunities for all our members. I am confident that the 15th Executive Committee will lead with excellence and continue to bring benefits to the Singaporean community in Cambodia.”
The 15th Executive Committee President of SCC, Yeong Hock Ming, describes himself as truly honoured and humbled to stand as the new president of the Singapore Club Cambodia. He expresses his deepest appreciation to outgoing President Andrew Tay and thanks him for his unwavering dedication, leadership, and countless hours spent nurturing and growing the SCC over the past years. He is committed to looking forward and continuing support and guidance to move forward.
“To our members—thank you for your trust and support. This club is not just an organisation; it’s a family. And it is your energy, involvement, and passion that make all this possible.” Yeong Hock Ming said.
As we look ahead, the SCC vision remains clear: to bring the Singaporean community in Cambodia even closer together. He commits to doing this by strengthening the three pillars: community events that celebrate, business networking that opens doors for professional growth, and sports that foster friendship, wellness, and team spirit.
“We are also incredibly fortunate to have our Singaporean pioneers among us—individuals who have paved the way and guide us as mentors and role models. Their wisdom is invaluable, and we’re proud to carry their spirit forward. I believe in the power of unity. No one stands alone in this journey. It is together as one team that we will continue to build a stronger, more connected Singaporean community here in Cambodia.” Yeong Hock Ming added.
