The ACC was established in 2018 by the International Conference of Asia Political Parties (ICAPP) and has representation from more than 350 political parties from 52 countries across the region. The Council is recognized by UNESCO after the tripartite agreement between the United Nations Educational, Scientific and Cultural Organization (UNESCO), The International Conference of Asian Political Parties (ICAPP), and The Asian Cultural Council (ACC) was signed on the 4^th December 2018 in Siem Reap. 

The gala dinner at the Elephant Terrace, Angkor was respectfully attended by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and Founder & Chairman of The Asian Cultural Council (ACC), Samdech Kittiprittbandit Bun Rany Hun Sen, Samdech Vibol Sena Pheakdey Say Chhum and President of the Senate, Samdech Akeak Moha Ponhea Chakrei Heng Samrin and President of the National Assembly, National and International executive and legislative bodies. Also in attendance were international delegations of about 800 guests, especially the presence of national and international distinguished guests from 26 countries across Asia. 270 artists from nine countries, including 165 Cambodian artists, performed at the gala dinner to celebrate the launch of the Asian Cultural Council (ACC) in Cambodia.
