Phnom Penh: On 4 August 2026, the Embassy of Japan in Cambodia hosted a Send-off Reception for the recipients of the Project for Human Resource Development Scholarship (JDS) 2025 at the Residence of the Ambassador of Japan.
The reception celebrated the achievements of Cambodian government officials selected for the prestigious scholarship program, who will soon depart for Japan to pursue master’s and doctoral degrees at leading Japanese universities.
The JDS program aims to strengthen Cambodia’s public sector by providing government officials with opportunities to acquire advanced knowledge, professional skills, and international experience. Upon completing their studies, the scholars are expected to contribute to Cambodia’s sustainable development and further enhance cooperation between Cambodia and Japan.
The send-off reception brought together scholarship recipients, representatives of the Royal Government of Cambodia, officials from the Embassy of Japan, JDS alumni, and development partners to congratulate the scholars before their departure.
During the ceremony, Nagase Kensuke, Chargé d’Affaires a.i., Embassy of Japan, expressed his confidence that the recipients would make the most of their academic experience in Japan while fostering stronger people-to-people ties between the two countries. The scholars were encouraged to serve as bridges of friendship and cooperation, applying their knowledge and expertise to support Cambodia’s future development upon their return.
“Today’s send-off marks the beginning of an exciting new chapter for these outstanding Cambodian officials. Studying in Japan will provide them with valuable academic knowledge, practical skills, and international networks that can help address future challenges in public administration,” Nagase Kensuke said.
“Japan remains committed to supporting Cambodia’s development through education, capacity building, and people-to-people exchanges, and we are confident these scholars will make meaningful contributions upon their return.” He added.
The Project for Human Resource Development Scholarship (JDS) is one of Japan’s flagship Official Development Assistance (ODA) initiatives. Through higher education opportunities in Japan, the program has contributed to the development of highly qualified government officials who play key roles in Cambodia’s public administration and national development.
The Embassy of Japan reaffirmed its continued commitment to supporting Cambodia’s human resource development through education and capacity-building initiatives, further strengthening the longstanding friendship and strategic partnership between Japan and Cambodia.
